Empire साम्राज्य



Empire साम्राज्य

राज्य जहां कई जातियां रहती हैं, जो क्षेत्र में विशाल है, और जहां सम्राट के पास समस्त अधिकार हैं, साम्राज्य कहलाता है। यह एक राजनैतिक क्षेत्र है जो किसी एक राजा (जैसे मुग़ल साम्राज्य) अथवा कुछ मुख्य-पतियों (जैसे मराठा साम्राज्य) द्वारा साझेदारी में संभाला जाता है| साम्राज्य छोटे समय के अंतराल में भी हो सकता है परन्तु अधिकाँश वह पीढ़ी दर पीढ़ी कई दशकों या सदियों तक चलता है|

शाब्दिक अर्थ

साम्राज्य शब्द दो शब्दों के मेल से बना है| सम (अर्थात एक समान) + राज्य (राजा का क्षेत्र)| इससे पर्याय है उन सभी क्षेत्रों को एक नक़्शे के नीचे लेना जो एक ही प्रशासन के द्वारा संभाले जाते हैं| यह एक व्यंजन संधि का रूप है|

Empires


The term empire derives from the Latin imperium (power, authority). Politically, an empire is a geographically extensive group of states and peoples (ethnic groups) united and ruled either by a monarch (emperor, empress) or an oligarchy.

Aside from the traditional usage, the term empire can be used in an extended sense to denote a large-scale business enterprise (e.g. a transnational corporation), or a political organisation of either national-, regional- or city scale, controlled either by a person (a political boss) or a group authority (political bosses).
An imperial political structure is established and maintained in two ways: (i) as a territorial empire of direct conquest and control with force (direct, physical action to compel the emperor's goals) or (ii) as a coercive, hegemonic empire of indirect conquest and control with power (the perception that the emperor can physically enforce his desired goals). The former provides greater tribute and direct political control, yet limits further expansion because it absorbs military forces to fixed garrisons. The latter provides less tribute and indirect control, but avails military forces for further expansion. Territorial empires (e.g. the Mongol Empire, the Median Empire) tended to be contiguous areas. The term on occasion has been applied to maritime empires or thalassocracies, (e.g. the Athenian and British Empires) with looser structures and more scattered territories.

Absolute monarchy पूर्ण बादशाही

पूर्ण बादशाही (absolute monarchy) किसी राज्य की उस शासन-प्रणाली को कहते हैं जिसमें शासक पर किसी संविधान या क़ानून का अंकुश नहीं होता। वह अपनी मनमानी के अनुसार राज करता है। उसका अपने राज्य और उसके नागरिकों पर पूरा अधिकार होता है। आमतौर पर पूर्ण बादशाही में सिंहासन पिता से पुत्र को जाता है हालांकि कुछ में उत्तराधिकारी का अन्य सिद्धांतो पर चुनाव होना भी इतिहास में देखा गया है। ऐसे राज्यों में नागरिकों की कोई संसद या अन्य सभा यदि अस्तित्व में हो भी तो उसे राजा के निर्णयों को मंज़ूरी देने के सिवा कोई विषेश अधिकार नहीं होता। आधुनिक युग में सउदी अरब और स्वाज़ीलैंड ऐसे देशों के उदाहरण हैं जहाँ पूर्ण बादशाही है।



Absolute monarchy

Absolute monarchy is a monarchical form of government in which the monarch has absolute power among his or her people. An absolute monarch wields unrestricted political power over the sovereign state and its people. Absolute monarchies are often hereditary but other means of transmission of power are attested. Absolute monarchy differs from limited monarchy, in which the monarch’s authority is legally bound or restricted by a constitution; consequently, an absolute monarch is an autocrat.
In theory, the absolute monarch exercises total power over the land, yet in practice the monarchy is counterbalanced by political groups from among the social classes and castes of the realm, such as the aristocracy, clergy (see caesaropapism), bourgeoisie, and proletarians.
Some monarchies have weak or symbolic legislatures and other governmental bodies that the monarch can alter or dissolve at will. Countries where the monarch still maintains absolute power are Brunei, Qatar, Oman, Saudi Arabia, Swaziland, the emirates comprising the UAE (inside the regional sphere of power) and Vatican City

संवैधानिक बादशाही (constitutional monarchy) किसी राज्य की उस शासन-प्रणाली को कहते हैं जिसमें सर्वोच्च शासक राजा तो होता है लेकिन उसकी शक्तियाँ किसी संविधान य क़ानून द्वारा सीमित होती हैं, यानि वह अपनी मनमानी से राज नहीं कर सकता। राजा को बांधने वाला क़ानून लिखित या अलिखित हो सकता है। ब्रिटेन और जापान ऐसी संवैधानिक बादशाहियों के उदाहरण हैं। ऐसे अधिकतर देशों में राजनैतिक शक्तियाँ अक्सर किसी नागरिकों द्वारा चुनी हुई संसद के अधीन होती हैं, इसलिये इन्हें कभी-कभी संसदीय बादशाही (parliamentary monarchy) भी कहा जाता है।






Constitutional monarchy

Constitutional monarchy is a form of democratic government in which a nonpolitical monarch acts as head of state within the boundaries of a constitution, whether written or unwritten. While the monarch may hold formal reserve powers and while government officially takes place in the monarch's name, they do not set public policy or choose political leaders. Political scientist Vernon Bogdanor, paraphrasing Thomas Macaulay, has defined a constitutional monarch as "a sovereign who reigns but does not rule." This form of government differs from absolute monarchy, in which the monarch controls political decision-making and is not effectively bound by a constitutional order.
Constitutional monarchies are sometimes referred to as limited monarchies, crowned republics or parliamentary monarchies.

In additional to acting as a visible symbol of national unity, a constitutional monarch may hold formal powers such as dissolving parliament or giving Royal Assent to legislation. However, the exercise of such powers is generally a formality rather than an opportunity for the sovereign to enact personal political preference. In The English Constitution, British political theorist Walter Bagehot identified three main political rights which a constitutional monarch could freely exercize: the right to be consulted, the right to advise, and the right to warn.

The United Kingdom and fifteen of its former colonies are constitutional monarchies with a Westminster system of government. Three states—Malaysia, Cambodia, and the Holy See—employ true elective monarchies, where the ruler is periodically selected by a small, aristocratic electoral college.
The most recent country to transition from an absolute to a constitutional monarchy was Bhutan, in 2007-8.

Totalitarianism or totalitarian

Totalitarianism or totalitarian state is a term used by some political scientists to describe a political system in which the state holds total authority over the society and seeks to control all aspects of public and private life wherever possible.

The concept of totalitarianism was first developed in a positive sense in the 1920s by the Weimar German jurist, and later Nazi academic, Carl Schmitt and Italian fascists. Schmitt used the term, Totalstaat in his influential work on the legal basis of an all-powerful state. The concept became prominent in Western anti-communist political discourse during the Cold War era, in order to highlight perceived similarities between Nazi Germany and other Fascist states on the one hand, and Soviet Communist Party states on the other.

Other movements and governments have also been described as totalitarian. The leader of the historic Spanish reactionary conservative movement called the Spanish Confederation of the Autonomous Right declared his intention to "give Spain a true unity, a new spirit, a totalitarian polity..." and went on to say "Democracy is not an end but a means to the conquest of the new state. When the time comes, either parliament submits or we will eliminate it.

Theocracy is a form of government in which a deity is officially recognized as the civil Ruler and official policy is governed by officials regarded as divinely guided, or is pursuant to the doctrine of a particular religion or religious group.

From the perspective of the theocratic government, "God himself is recognized as the head" of the state, hence the term theocracy, from the Koine Greek θεοκρατία "rule of God", a term used by Josephus for the kingdoms of Israel and Judah.

Taken literally or strictly, theocracy means rule by God or gods and refers primarily to an internal "rule of the heart", especially in its biblical application. The common, generic use of the term, as defined above in terms of rule by a church or analogous religious leadership, would be more accurately described as an ecclesiocracy.

In a pure theocracy, the civil leader is believed to have a direct personal connection with the civilization's divinity. For example, Moses led the Israelites, and Muhammad ruled the early Muslims. Law proclaimed by the ruler is also considered a divine revelation, and hence the law of God. An ecclesiocracy, on the other hand, is a situation where the religious leaders assume a leading role in the state, but do not claim that they are instruments of divine revelation. For example, the prince-bishops of the European Middle Ages, where the bishop was also the temporal ruler. Such a state may use the administrative hierarchy of the religion for its own administration, or it may have two 'arms,' -- administrators and clergy—but with the state administrative hierarchy subordinate to the religious hierarchy. The papacy in the Papal States occupied a middle ground between theocracy and ecclesiocracy, since the pope did not claim he was a prophet who received revelation from God and translated it into civil law.
Religiously endorsed monarchies fall between these two poles, according to the relative strengths of the religious and political organs.
Theocracy is distinguished from other, secular forms of government that have a state religion, or are influenced by theological or moral concepts, and monarchies held "By the Grace of God". In the most common usage of the term, some civil rulers are leaders of the dominant religion (e.g., the Byzantine emperor as patron of the head of the official Church); the government claims to rule on behalf of God or a higher power, as specified by the local religion, and divine approval of government institutions and laws. These characteristics apply also to a caesaropapist regime. The Byzantine Empire however was not theocratic since the patriarch answered to the emperor, not vice versa; similarly in Tudor England the crown forced the church to break away from Rome so the royal (and, especially later, parliamentary) power could assume full control of the now Anglican hierarchy and confiscate most church property and income.

Secular governments can also coëxist with a state religion or delegate some aspects of civil law to religious communities. For example, in Israel marriage is governed by officially recognized religious bodies who each provide marriage services for their respected adherents, yet no form of civil marriage (free of religion, for atheists, for example) exists nor marriage by non-recognized minority religions. India similarly delegates control of marriage and some other civil matters to the religious communities, in large part as a way of accommodating its Muslim minority.

सर्वसत्तावाद या सर्वाधिकारवाद (Totalitarianism) उस राजनीतिक व्यवस्था का नाम है जिसमें शासन अपनी सत्ता की कोई सीमारेखा नहीं मानता और लोगों के जीवन के सभी पहलुओं को यथासम्भव नियंत्रित करने को उद्यत रहता है। ऐसा शासन प्रायः किसी एक व्यक्ति, एक वर्ग या एक समूह के नियंत्रण में रहता है।

एडॉल्फ हिटलर और स्टैलिन के शासन सर्वसत्तात्मक शासन के उदाहरण हैं।

परिचय

राजनीतिक व्यवस्था के एक प्रकार के रूप में 'सर्वसत्तावाद' एक ऐसा पद है जो निरंकुशता, अधिनायकवाद, और तानाशाही जैसे पदों का समानार्थक लगता है। यद्यपि इस समानार्थकता को ख़ारिज नहीं किया जा सकता, लेकिन द्वितीय विश्वयुद्ध के बाद प्रचलित ज्ञान के समाजशास्त्र की निगाह से देखने पर सर्वसत्तावाद भिन्न तात्पर्यों से सम्पन्न अभिव्यक्ति की तरह सामने आता है। शुरुआत में इतालवी फ़ासिस्ट सर्वसत्तावाद को अपनी व्यवस्था के सकारात्मक मूल्य की तरह पेश करते थे। पर बाद में इसका अधिकतर इस्तेमाल शीतयुद्धीन राजनीति के दौरान पश्चिमी ख़ेमे के विद्वानों द्वारा किया गया ताकि उदारतावादी लोकतंत्र के ख़ाँचे में फ़िट न होने वाली व्यवस्थाओं को कठघरे में खड़ा किया जा सके। इन विद्वानों ने सर्वसत्तावाद के ज़रिये राजनीतिक व्यवस्थाओं के इतिहास का फिर से वर्गीकरण करने का प्रयास किया। इसके परिणामस्वरूप नाज़ी जर्मनी, फ़ासीवादी इटली, स्तालिनकालीन सोवियत संघ और सेंडिनिस्टा की हुकूमत वाले निकारागुआ को ही सर्वसत्तावादी श्रेणी में नहीं रखा गया, बल्कि प्लेटो द्वारा वर्णित रिपब्लिक, चिन राजवंश, भारत के मौर्य साम्राज्य, डायक्लेटियन के रोमन साम्राज्य, कैल्विनकालीन जिनेवा, जापान के मीज़ी साम्राज्य और प्राचीन स्पार्टा को भी उसी पलड़े में तौल दिया गया।
बीसवीं सदी के दूसरे दशक से पहले समाज-विज्ञान में इस पद का इस्तेमाल किया ही नहीं जाता था। 1923 में इतालवी फ़ासीवाद का एक प्रणाली के रूप वर्णन करने के लिए गियोवानी अमेंडोला ने इसका प्रयोग किया। इसके बाद फ़ासीवाद के प्रमुख सिद्धांतकार गियोवानी जेंटील ने बेनिटो मुसोलिनी के नेतृत्व में स्थापित व्यवस्था को ‘टोटलिरिटो’ की संज्ञा दी। यह नये किस्म का राज्य जीवन के हर क्षेत्र को अपने दायरे में लेने के लिए तत्पर था। वह राष्ट्र और उसके लक्ष्यों का सम्पूर्ण प्रतिनिधित्व करने का दावा करता था। मुसोलिनी ने टोटलिटेरियनिज़म को एक सकारात्मक मूल्य की तरह व्याख्यायित किया कि यह व्यवस्था हर चीज़ का राजनीतीकरण करने वाली है, चाहे वह आध्यात्मिक हो या पार्थिव। मुसोलिनी का कथन था : ‘हर चीज़ राज्य के दायरे में, राज्य के बाहर कुछ नहीं, राज्य के विरुद्ध कुछ नहीं।’ फ़ासीवादियों द्वारा अपनाये जाने के बावजूद 1933 में प्रकाशित इनसाइक्लोपीडिया ऑफ़ सोशल साइंसेज़ के पहले संस्करण से यह पद नदारद है। हान्ना एरेंत द्वारा किये गये विख्यात विश्लेषण में सर्वसत्तावाद को राजनीतिक उत्पीड़न के पारम्परिक रूपों से भिन्न बताया गया है। एरेंत के अनुसार बीसवीं सदी में विकसित हुई इस राज्य-व्यवस्था का इतिहास नाज़ीवाद से स्तालिनवाद के बीच फैला हुआ है। यह परिघटना विचारधारा और आतंक के माध्यम से न केवल एक राज्य के भीतर बल्कि सारी दुनिया पर सम्पूर्ण प्रभुत्व कायम करने के सपने से जुड़ी है। विचारधारा से एरेंत का मतलब इतिहास के नियमों का पता लगा लेने की दावेदारियों से था। आतंक के सर्वाधिक भीषण उदाहरण के रूप में उन्होंने नाज़ी यातना शिविरों का हवाला दिया। उन्होंने समकालीन युरोपीय अनुभव की व्याख्या करते हुए उन आयामों की शिनाख्त की जिनके कारण सर्वसत्तावाद मुमकिन हो सका। उन्होंने दिखाया कि यहूदियों की विशिष्ट राजनीतिक और सामाजिक हैसियत के कारण सामीवाद विरोधी मुहिम को नयी ताकत मिली; साम्राज्यवाद के कारण नस्लवादी आंदोलन पैदा हुए; और युरोपीय समाज के उखड़े हुए समुदायों में बँट जाने के कारण अकेलेपन और दिशाहीनता के शिकार लोगों को विचारधाराओं के ज़रिये गोलबंद करने में आसानी हो गयी। एरेंत के बाद दार्शनिक कार्ल पॉपर ने प्लेटो, हीगेल और मार्क्स की रैडिकल आलोचना करते हुए ‘यूटोपियन सोशल इंजीनियरिंग’ के प्रयासों को (चाहे वह जर्मनी में की गयी हो या रूस में) सर्वसत्तावाद का स्रोत बताया। पॉपर के चिंतन ने जिस समझ की नींव डाली उसके आधार पर आंद्रे ग्लुक्समैन, बर्नार्ड हेनरी लेवी और अन्य युरोपियन दार्शनिकों ने बीसवीं सदी में सोवियत संघ में हुए मार्क्सवाद के प्रयोग से मिली निराशाओं के तहत इस पद का प्रयोग जारी रखा। धीरे-धीरे सर्वसत्तावाद पश्चिम के वैचारिक हथियार के रूप में रूढ़ हो गया।

शासन पद्धतियों का तुलनात्मक अध्ययन करने वाले विद्वानों कार्ल फ़्रेड्रिख़ और ज़िगनियू ब्रेज़िंस्की ने सर्वसत्तावाद की परिभाषा जीवन के हर क्षेत्र को अपने दायरे में समेट लेने वाली विचारधारा, एक पार्टी की हूकूमत वाले राज्य, ख़ुफ़िया पुलिस के दबदबे और आर्थिक-सांस्कृतिक-प्रचारात्मक ढाँचे पर सरकारी जकड़ के संयोग के रूप में की। यह परिभाषा अपने आगोश में फ़ासीवादी और मार्क्सवादी व्यवस्थाओं को समेट लेती थी। पर सत्तर के दशक में सर्वसत्तावाद के ज़रिये पश्चिमी विद्वानों ने नयी कारीगरी करने की कोशिश की और मार्क्सवादी हुकूमतों को फ़ासीवादी हुकूमतों से अलग करके दिखाया जाने लगा। इस दिलचस्प कवायद का परिणाम ‘सर्वसत्तावाद’ और ‘अधिनायकवाद’ की तुलनात्मक श्रेणियों में निकला। इसके तहत दक्षिणपंथी ग़ैर-लोकतांत्रिक राज्यों (जिनसे पश्चिम गठजोड़ बनाये हुए था) को ‘टोटलिटेरियन’ वामपंथी राज्यों के मुकाबले बेहतर ठहराने के लिए ‘एथॉरिटेरियन’ नामक नयी संज्ञा को जन्म दिया गया। इस बौद्धिक उपक्रम के कारण सर्वसत्तावाद का प्रयोग पूरी तरह से बदल गया। जो पद शुरुआत में फ़ासीवाद को परिभाषित करने के लिए इस्तेमाल किया गया था और जिसे अपनी बौद्धिक वैधता आधुनिक तानाशाहियों के वामपंथी और दक्षिणपंथी रूपों को एक ही श्रेणी में रखने से मिली थी, उसे रोनाल्ड रेगन के राष्ट्रपतित्व के दौरान केवल कम्युनिस्ट व्यवस्थाओं के वर्णन में सीमित कर दिया गया।

ज्ञान के समाजशास्त्र के इस शीतयुद्धीन संस्करण में राजनीतिशास्त्रियों ने जम कर योगदान किया। उनके प्रयासों से ही सर्वसत्तावाद की नयी व्याख्याएँ पचास और साठ के दशक में उभरे आधुनिकीकरण और विकास के सिद्धांतों के नतीजे के रूप में सामने आयीं। इसके पहले चरण में सभी समाजों को परम्परागत से आधुनिकता की तरफ़ सिलसिलेवार रैखिक गति से बढ़ते हुए दिखाया गया। इसके बाद कहा गया कि आधुनिक हो जाने के बाद कुछ समाज सकारात्मक (लोकतांत्रिक) व्यवस्थाओं की तरफ़ चले गये क्योंकि वे आगे बढ़े हुए थे, और कुछ नकारात्मक (सर्वसत्तावादी) प्रणालियों को अपना बैठे क्योंकि वे पिछड़े हुए समाज थे। इस बौद्धिकता ने लोकतांत्रिक और सर्वसत्तावादी शासन व्यवस्थाओं को आदर्शीकृत रूप में पेश किया।
1968 में अमेरिकी बुद्धिजीवी सेमुअल पी. हंटिंग्टन की रचना पॉलिटिकल ऑर्डर इन चेंजिंग सोसाइटी का प्रकाशन हुआ। हॉब्स की युगप्रवर्तक रचना लेवायथन से प्रभावित इस कृति में हंटिंग्टन ने तर्क दिया कि अविकसित समाजों में कई बार फ़ौज के अलावा ऐसी कोई आधुनिक, पेशेवर और संगठित राष्ट्रीय संस्था नहीं होती जो लोकतंत्र की तरफ़ संक्रमण करने की मुश्किल अवधि में उनका नेतृत्व कर सके। ऐसे समाजों में केवल फ़ौजी शासन ही शांति-व्यवस्था कायम रखते हुए आधुनिकीकरण की प्रक्रिया से निकले अशांतकारी प्रभावों को काबू में रख सकता है। हंटिंग्टन के इस विश्लेषण ने आधुनिकीकरण के साथ जुड़े हुए कार्य-कारण संबंधों को नयी दृष्टि से देखने का रास्ता खोला। पहली बार यह सूत्रीकरण सामने आया कि आधुनिकीकरण के दबावों से राज्य प्रणाली के संस्थागत ढाँचे का क्षय हो जाता है। फ़ौजी तानाशाही इस ढाँचे की पुनर्रचना कर सकती है जिसका बाद में लोकतंत्रीकरण किया जा सकता है। सैनिक तानाशाही को लोकतंत्र के वाहक की संज्ञा देने वाले इस विकट सूत्रीकरण के पीछे ग़रीब देशों पर काबिज़ अलोकतांत्रिक हुकूमतों का अनुभव था।
लोकतंत्र और सर्वसत्तावाद के बीच इस द्विभाजन को पहली चुनौती 1970 में मिली। समाज-वैज्ञानिकों ने 1964 से 1974 के बीच के दौर में देखा कि लातीनी अमेरिका के अपेक्षाकृत विकसित देशों में ही नहीं, बल्कि स्पेन और पुर्तगाल जैसे धनी देशों में अधिनायकवादी शासन चल रहा है। मैक्सिको में भी लोकतंत्र के आवरण के नीचे दरअसल तानाशाही है। ये व्यवस्थाएँ अफ़्रीकी देशों की व्यक्तिगत किस्म की तानाशाहियों से भिन्न बेहद संगठित और जटिल किस्म की प्रणालियाँ थीं। इनका दावा था कि वे अपने-अपने समाजों में विकास और आधुनिकीकरण की प्रक्रिया का नेतृत्व कर रही हैं। उधर एशिया में भी दक्षिण कोरिया और ताइवान में निरंकुश सरकारें आर्थिक विकास करने में कामयाब दिखने लगी थीं। इस घटनाक्रम का अध्ययन करते हुए युआन लिंज़ ने अपनी क्लासिक रचना ‘एन एथॉरिटेरियन रिज़ीम : अ केस ऑफ़ स्पेन’ में एक ऐसी व्यवस्था की शिनाख्त की जिसमें लोकतंत्र और सर्वसत्तावाद के मिले-जुले लक्षण थे। इसके बाद गुलेरमो ओडोनेल ने 1973 में दक्षिण अमेरिकी राजनीति का अध्ययन करके दावा किया कि पूँजीवादी विकास और आधुनिकीकरण के गर्भ से लातीनी अमेरिका के अपेक्षाकृत निर्भर लेकिन विकसित देशों में एक नौकरशाह-तानाशाही ने जन्म लिया है।
अमेरिकी राजनीतिशास्त्री जीन किर्कपैट्रिक ने 1979 में हंटिंग्टन, लिंज़ और ओडोनेल की व्याख्याओं के आधार पर स्पष्ट सूत्रीकरण किया कि सर्वसत्तावादी केवल मार्क्सवादी- लेनिनवादी हूकूमतें हैं। अधिनायकवादी शासन दमनकारी तो होता है पर उसमें पूँजीवादी लोकतंत्र के रूप में सुधरने की गुंजाइश होती है। किर्कपैट्रिक के इस बहुचर्चित लेख ‘डिक्टेटरशिप ऐंड डबल स्टैंडर्ड’ से हंगामा मच गया। इसकी आलोचना में कहा गया कि सर्वसत्तावादी राज्य अगर गिरक्रतारी, यातना और हत्या पर निर्भर रहता है तो अधिनायकवादी राज्य इसी तरह के काम निजी क्षेत्र के ज़रिये करवाता है। बहरहाल, किर्कपैट्रिक रेगन प्रशासन की कारकुन बनीं और उन्होंने शीतयुद्धीन राजनीति के लिए अपने राजनीतिशास्त्रीय ज्ञान का जम कर दोहन किया।
शीत युद्ध ख़त्म हो जाने के बाद राजनीतिशास्त्र के दायरों में इस समय स्थिति यह है कि विद्वानों ने सर्वसत्तावाद की श्रेणी को पूरी तरह से ख़ारिज करके अधिनायकवादी व्यवस्थाओं की एक नयी व्यापक श्रेणी बनायी है। इसमें दमनकारी, असहिष्णु, निजी अधिकारों और नागरिक स्वतंत्रताओं का अतिक्रमण और ग़ैर-राजकीय हित समूहों को सीमित स्वायत्तता देने वाली प्रणालियों को रखा गया है। इस वर्णन से ज़ाहिर है कि इन प्रवृत्तियों की शिनाख्त ख़ुद को पूरी तरह से लोकतांत्रिक कहने वाले राज्यों में भी की जा सकती है। इस लिहाज़ से स्थापित उदारतावादी लोकतांत्रिक व्यवस्थाओं के मुकाबले अधिनायकवाद अधिकांशतः अब एक रुझान का नाम रह गया है।
